Romanian Gambling Law 2025: Higher Fees and New Advertising Restrictions
Romania has taken an important step to strengthen the supervision of the gambling sector. The Parliament approved the Ministry of Finance’s proposal, which introduces higher license fees and stricter advertising restrictions. This means major changes for both local and international operators.
New License Fees in 2025
According to the new rules, operators must pay significantly higher fees:
Online casino: €500,000
Lottery: €200,000
Fixed-odds betting: €200,000
Pari-mutuel betting: €65,000
Counter-betting: €150,000
Casinos: €4,000 per table
Poker clubs: €25,000
Slot games: €150,000
Bingo halls: €5,000
TV bingo: €500,000
Slot machine annual fees will also increase gradually: €100 (2023), €300 (2024), €500 (2025).
From 2025, all license holders must establish a minimum guarantee fund of €1 million.
Tax Allocation
70% goes to the state budget
30% to problem gambling prevention and responsible gaming programs
Advertising Restrictions
- Unsolicited ads banned in online channels
- Public bonus and promotion advertising prohibited
- Alcohol sales restricted, except in licensed casinos
What Does This Mean for Players and Operators?
The new rules may make market entry more expensive and complicated but increase transparency and reduce gambling-related risks. Operators face higher costs, and players will see fewer ads and bonus offers.
