Spain to Require Online Betting Operators to Display Gambling Risk Warnings

Spain’s Ministry of Social Rights, Consumer Affairs and Agenda 2030 has announced new regulations requiring online betting platforms to include mandatory warning messages highlighting the risks of gambling addiction.
Under the development of Royal Decree 958/2020, these anti-addiction notices will be displayed across betting websites, apps, and advertising campaigns — in a style similar to tobacco health warnings.
The ministry plans to introduce three standardized warning messages to be shown visibly to all users:

“Players’ total losses exceed their winnings by four times.”

“Gambling addiction is a risk of playing.”

“The probability of losing money is 75%.”
Minister Pablo Bustinduy stated during the “Juego Seguro” (Safe Gambling) event that the main goal is to “give citizens the information they need to make informed decisions.” He emphasized that behavioral addictions are as serious as substance addictions and require public awareness.
The move will also replace the traditional “Play responsibly” slogan with factual, evidence-based messaging drawn from the latest national report on addictions and behavioral disorders by the Ministry of Health.
In addition, Bustinduy highlighted the upcoming Customer Service Law, which will restrict gambling advertisements — including a ban on celebrity endorsements and the removal of welcome bonuses aimed at young audiences.
“There are companies profiting by exploiting the most vulnerable players,” the minister said, reaffirming the government’s goal of promoting a safer and more transparent gambling environment in Spain.
